failure to display security and shutdown options

I can access multiple programs and start task manager. I have started the computer in safe mode and everything works fine. I have run multiple antivirus and malware scanners but none have picked up a virus. Playing logoff sound.' The event log is the only way to tell that a reboot triggered from Shutdown.exe is pending. I try to shutdown but it goes to the 'waiting for programs to close' page and says 'waiting for program.
